With respect to the former - I presume that where a British Consul or Customs officer is present, the Commander of a ship of war would rather leave to them the duty of entering and searching any Chinese passenger ship which might come within their Jurisdiction.
In the case of British ships having on board emigrants to any Foreign port where there is no British Consul, it would be the duty of the Commander of any of Her Majesty's ships to enter and search them and to require the production of their Emigration papers, and in case of finding no such papers,
